    RALEIGH — Amy Douglas of Cameron became emotional when a $20 scratch-off purchase turned into a $100,000 prize. “I cried,” Douglas said. She bought her lucky $2,000,000 Diamond Deluxe ticket from the Prince Mart on Wilson Road in Sanford. “We bought it because it looked pretty,” Douglas laughed. She arrived at lottery headquarters Wednesday to claim her prize and, after required tax withholdings, took home $71,506. Douglas said she plans to use her winnings to pay some bills and pay off her mortgage.

    Two people were killed and two more wounded Friday morning in a shooting at the Joycelyn V. Johnson Municipal Services Center in Winston-Salem. The shooter has been identified as 61-year-old Steven Haizlip, a city employee of 12 years. Winston-Salem Police Chief Catrina Thompson called the shooting a workplace violence incident, saying it appears the gunman's target was his 48-year-old co-worker Terry Lee Cobb Jr.Cobb's body was discovered during a police sweep of the building.

    North Carolina's largest health insurer is telling consumers how much it will charge individuals under terms of the Affordable Care Act. Blue Cross and Blue Shield North Carolina announced Thursday that it will offer 26 plans on the health insurance exchange. Monthly premiums will range from as little as $145 for a 25-year-old subscriber to one of two catastrophic plans, up to as much as $594 for one of six plans for a 60-year-old.

    Duke Energy customers railed against the utility's proposed 18 percent rate increase during a public hearing at Durham City Hall on Wednesday evening. The hearing was part of a series held by the North Carolina Utilities Commission in an effort to gauge public opinion on the request, which would be the company's largest rate increase for residential customers in at least 20 years. "They have no idea what regular people deal with every day," customer Judy Schlegel said.

    North Carolina cannot limit enrollment in a pre-kindergarten program for at-risk children that saw its budget reduced by the General Assembly, the judge overseeing a long-running education-opportunity lawsuit ordered Monday. It's not clear whether the order by Superior Court Judge Howard Manning Jr. could force the Legislature to redo part of the $19.7 billion state budget that took effect this month.
