SCOTTSBURG — Kenneth Hughbanks, former sheriff of Scott County and apparent friend of former Clark County sheriff and convicted criminal Jamey Noel, had his initial court hearing Tuesday in Scott Circuit Court in Scottsburg. Hughbanks is charged with one count of tax evasion, a Level 6 felony.
