After multiple cases of witnesses taken into immigration custody, Harris County District Attorney Sean Teare has instructed investigators to notify the DA’s general counsel if a witness is arrested on an immigration warrant, according to an email sent by Teare April 5 and obtained by the Houston Landing. The DA’s office also instructed investigators to provide cards to witnesses if they learn or reasonably believe that the person does not have a legal immigration status, the email states.

Kevin Zaldaña Ramírez, a 20-year-old Salvadoran immigrant whose lawyer says he was illegally detained, was released from immigrant detention on bond Thursday. Zaldaña Ramírez was taken into Immigration and Customs Enforcement custody Feb. 25 after immigration agents came to the construction site where he was working. He provided his social security number and explained that he has a status known as Special Immigrant Juvenile status and a valid work permit, but they detained him anyway.

On March 18, Kevin Zaldaña Ramírez sat before a judge at Montgomery Processing Center to determine if he would be released after what his lawyer called an illegal detention. Zaldaña Ramírez, who was detained on Feb. 25 despite having legal status, has been anxious to be reunited with his mom, who is visually impaired and relies on her son for day-to-day tasks. “I’m frustrated because my mom is alone,” Zaldaña Ramírez, the 20-year-old immigrant from El Salvador, said from detention.

On March 5, Jose Armando Lainez Argueta had just finished buying supplies for his 5-year-old daughter Paula’s birthday party when he was stopped by two Houston Police Department officers. They had noticed a small crack in the lower right side of his windshield, according to his wife Stephanie Diaz. Lainez Argueta, 40, showed the officers his Salvadoran ID, Diaz said. The officers did not arrest him for any crime. Instead, they called ICE officers who took him into custody.
