    The United States Postal Service (USPS) has a new plan to increase reliability and save $36 billion over 10 years, according to an announcement last month. The announcement affects First-Class mail, periodicals, marketing mail and package services (bound printed matter, media mail and library mail). The first phase of the changes goes into effect on April 1. The changes will not affect the current five-day standard window for first-class mail delivery.
