    SACRAMENTO, Calif. — A controversial bill going through the State Legislature could give violent offenders a chance at parole. SB 672, called the Youth Rehabilitation and Opportunity Act, would allow most people convicted of committing a violent crime when they were 25 or younger – and sentenced to life in prison without chance at parole – to get a parole hearing after serving 25 years. Current law allows this only for people who committed their crime as a minor.
