NORWALK, Conn. — The Education Cost Sharing (ECS) formula is Connecticut’s primary method for distributing roughly $2.36 billion in state funding to local and regional public school districts each year. For Norwalk, it’s a vital source of aid, but one that still leaves the city underfunded, according to the state’s own formula. Since 2019, Norwalk has seen steady increases in ECS aid under a phased-in version of the updated formula. But full funding won’t arrive until fiscal year 2026.
