Casinos became legal in Wisconsin in the 1990s following the 1988 Indian Gaming Regulatory Act. Several casinos operate near the Illinois-Wisconsin border, including the Potawatomi Casino in Milwaukee and the Hard Rock Casino in Rockford. Proposed casinos include a Ho-Chunk casino in Beloit and a long-sought Menominee casino in Kenosha. Video gaming terminals, similar to slot machines, are widely available throughout Illinois.

In its three-decade bid to win approvals to open a casino in Kenosha, the Menominee tribe Friday expressed its "optimism for the road ahead" under the new Trump administration. "We are hopeful that Bureau of Indian Affairs will determine the project is beneficial to both the Menominee and the Kenosha Community," Menominee chairman Joey Awonohopay wrote in the memo emailed to the news media. Off-reservation casinos are required to win federal and state approval before they can open.
