The Maryland Judiciary appears to be in violation of its own rules when it comes to releasing public documents. Nearly six months ago, Project Baltimore filed a public record request with the Maryland Judiciary seeking records related to public safety. And those records still have not been released. "The judiciary may well be engaged in a form of obstruction through delay," said Sean Kennedy, with the Maryland Public Policy Institute.
