A Milwaukee man was sentenced April 28 for driving the wrong way down Interstate 94 toward former Vice President Kamala Harris’ motorcade during a campaign visit last year. Wayne Wacker, 55, pleaded guilty to disorderly conduct and negligent operation of a motor vehicle, both misdemeanors, online court records show. Circuit Court Judge Kristy Yang ordered him to a total of 12 months of probation to cover both charges. He also must pay a $500 fine.

It seemed like a typical Monday in Milwaukee County Circuit Court Judge Hannah C. Dugan's courtroom. However, one person was noticeably missing: The judge. Dugan's docket for April 28 -- and presumably for days to come -- was handed off to reserve judge David Feiss, a retired circuit court judge and former prosecutor. Feiss was brought in following Dugan's April 25 arrest on charges she obstructed federal authorities from arresting a Mexican citizen who appeared in her courtroom.

Milwaukee County Circuit Judge Hannah Dugan is under FBI investigation for allegedly helping an undocumented immigrant evade ICE. Eduardo Flores-Ruiz, a Mexican immigrant, was arrested by ICE at the courthouse after a pre-trial conference on misdemeanor battery charges. This is the third ICE arrest at the Milwaukee County Courthouse in recent months, raising concerns about immigrant access to justice.

A fifth person has been formally charged in the fatal Feb. 10 shooting of 15-year-old Makai Kenith Neal. During a brief preliminary hearing Friday, Milwaukee County Circuit Court Judge Jeffrey A. Wagner found police and prosecutors had enough probable cause to charge Keyshawn Barnett, 24 of Milwaukee, with harboring/aiding a felony in Makai's slaying.
