Palm Coast Mayor Mike Norris is under investigation for alleged ethical misconduct, unprofessional behavior, and attempting to force resignations. A special meeting to review the investigation devolved into partisan arguments and personal attacks. The investigation will be further discussed at a future city hall meeting. Contentious bordering on hostile might be the words to describe the tenor at Palm Coast City Hall on Thursday afternoon.

The Palm Coast City Council had been unable to reach a consensus on either Trombino or the remaining candidate, Richard Hough. The city manager search has been difficult, with many applicants withdrawing. And then there was one.

And then there was one. Paul Trombino, a public works director from Wisconsin and one of two applicants remaining for the Palm Coast city manager position has withdrawn his name from consideration. His decision comes a day after the Palm Coast City Council could not come to a consensus to appoint him or the other candidate, Richard Hough, a public works director from Colorado, to the position. Hough is still in the running, according to Brittany Kershaw, a spokeswoman for the city.

Dave Sullivan, a retired U.S. Navy captain and former Flagler County commissioner, was appointed to the Palm City Council. The council deadlocked 2-2 before Vice Mayor Theresa Pontieri cast the deciding vote for Sullivan. Public comment favored Candace Stevens, highlighting a divide between experience and enthusiasm. At one point in Tuesday's meeting, it appeared the Palm Coast City Council might not come away with a vote to install a new council member.
