    OAKLAND, Tenn. - A Mid-South police department is putting people on blast in an effort to deter shoplifting from their local Walmart. "Some people claim they are testing the system. We hear all kinds of excuses. Testing the system, like they're doing Walmart a favor," said Oakland Police Chief Chris Earl.
