TIPTON COUNTY, Tenn. - Nearly seven inches of rain fell in Tipton County last week. In just hours, homes were underwater, and families lost almost everything. They’re not just cleaning up flood damage but trying to put their lives back together. "We've had flash floods but nothing like this," said Jennifer Stevens, a Brighton resident. "Air conditioning is not considered an essential service under our state landlord-tenant law," explained Vanessa Bullock, director of special services for West Tennessee Legal Services. Electricity, heating, and gas are all considered essential services. However, renters do not have a right to cool air during the blazing hot summer months. "(These laws) were often based off of other states' laws," Bullock explained.

That said, some states have laws that let people break into cars to save a child. It's called A Good Samaritan Law, which allows a person to break a car's window if they notice a child or even a pet locked inside suffering.
