The force comprises ex-servicemen, currently deployed in counter-Maoist operations. "The state govt has recently established three new battalions under the OSSF framework. Retired personnel from the Army, Navy, Coast Guard and former Central Armed Police Forces (CAPF) members are recruited for OSSF.

These provisions are being considered as amendments to the Odisha Motor Vehicles Rules, 1993. "Bus operators, excluding motor cab and autorickshaws, must submit passenger details at the local police station where the journey begins or at the first police station en route.
