May 7—The Maine commission created in the wake of damaging storms has released its final report on how to prepare the state for extreme weather events. The 24-member Infrastructure Rebuilding and Resilience Commission was established by Gov. Janet Mills in May 2024 after several extreme storms rocked the state in late 2023, wiping out infrastructure and flooding roadways.

The city of Portland has filed a lawsuit against the Maine Department of Health and Human Services hoping to overturn a new rule that will cut millions of dollars in emergency shelter funding for the city. The complaint was filed in Cumberland County Superior Court in Portland last week, arguing that the rule was not changed through the proper process and should be considered void.

Apr. 23—Lynda Hathaway, who coached 6-year-old girls and future NHL prospects alike as the longtime director of skating at Troubh Ice Arena in Portland, died on April 20. She was 81. Hathaway began leading the Portland ice rink's programs in 1984 when what was then called the Portland Ice Arena was looking for a new coach. Hathaway and her friend Ann Hanson decided to take up the program and led it together for the next 30-odd years.

Apr. 21—The Maine Department of Health and Human Services has passed a new rule that clarifies how it will reimburse communities that run emergency shelters — a change that will cut the rate paid to Portland nearly in half. The city, which houses more people each night in emergency shelters than any other municipality in Maine, is expected to bear the brunt of that change.

Apr. 19—Cashel Stewart spent years biking the 6 miles from his home in Deering Center to his office in South Portland on a standard pedal bike. "It was a bit of a ride. I would do it but it was one of those things where I'd show up a bit disheveled or sweaty," he said. Then, Stewart, 29, heard about Portland's Electrify Bikes! program. It was 2023, the first year the program was in place, when he and his wife, Hali Stewart, 29, went to City Hall to sign up.
