    LIMA — The St. Rose Festival is coming back after a year off, and some new features are in store. The one-day festival will run from 5 to 11:30 p.m. Saturday, May 17 at the parish, 479 N.     LIMA — Allen County Fair Board representatives and non-profit school organizations came away from a meeting Wednesday night feeling better about negotiations for new contracts ahead of this year’s fair. Promotions and marketing manager for the fair Troy Elwer said he thought both sides left the meeting satisfied. “The main goal here was to establish a mutually beneficial relationship between the agricultural society and our building organizations,” he said.
