A protracted investigation into whether Lloyds Banking Group covered up a £1 billion scandal has “betrayed” victims of the scam, MPs and the City regulator have been told. The slow progress of Dame Linda Dobbs’s independent review of the bank’s handling of a fraud at HBOS, the lender rescued by Lloyds in 2009, has “become a failure of process and accountability”, a key witness to the inquiry has claimed.

The pay of Marks & Spencer’s boss climbed to £7.1 million thanks to improved performance at the retailer before a cyberattack that is expected to hit profits by £300 million. Stuart Machin, chief executive, saw his pay increase by 39 per cent in the year to March because of a rise in performance-linked bonuses. Machin’s turnaround was bearing fruit before the business was struck by a cyberattack on the Easter weekend, which stripped £1 billion off its market value.

Commercial landlords have been warned they could be told to repay “massive” sums received from insurance commissions after a High Court judge told the owner of London’s Trocadero Centre to return payments to a tenant. Insurance experts fear the industry could be facing a “nightmare” as rebates are sought in the wake of the ruling, which found that commissions paid to a landlord should not count as part of the “premium” paid by tenants.
