And poof — it’s gone. New Mexico’s biannual, 60-day lawmaking session ended after two breakneck final weeks with the Democratic-majority, volunteer legislators working right up to the noon deadline. In the end, it was another legislative session that confirmed business as usual for the state’s oil and gas industry.

Between the start of the year and March 7, oil and gas producers reported more than 7,125 spills across the state — about 111 a day on average. Those spills include oil, produced water, other chemicals and natural gas, the last constituting the overwhelming majority of cases. In fact, companies lost as much natural gas through venting and flaring in that period as is used in more than 12,000 homes and small businesses in New Mexico for a year.

Tick tock, tick tock…Feb. 20 was halftime in this year’s two-month edition of the New Mexico Legislature and the deadline for filing proposed legislation. Its 111 members have now filed 1,182 bills for debate; about 20 of those deal with regulating some aspect of the oil and gas industry.

“You may clap now.”With that, Rep. Javier Martínez, the speaker of the New Mexico House of Representatives, ushered Jan. 28, New Mexico Oil and Gas Day, into the record books. The measure passed in a unanimous consent vote of all of the state’s representatives — a process that didn’t allow for anyone to vote against it. The preceding 20 minutes of discussion were a Republican-led chorus of “Drill, baby, drill!” and pro-industry rhetoric.

New Mexico legislators have so far proposed 19 bills this session that could directly — and at times dramatically — change how the oil and gas industry operates in the state. If passed, most would be carried out by one of two state agencies, both facing tight funding exacerbated by years of explosive growth in the oil and gas sector. And the head of the state’s Legislative Finance Committee has threatened to cut funding to one of the agencies and threatened its secretary with legal action.
