In February, an adopted budget proposal out of Washington, D.C. included a cut of $1.5 trillion in spending over a 10-year period. People living in the area of the 1800 block of Winchester Rd. may have gotten an email about a Patchen Wilkes Kroger Project. The application lists the location of the project as 1811 Winchester Rd., with the outline of the area being nearly across the street from Frederick Douglass High School.
