Visalia-based civil engineer Dennis Keller said the southern Sierra has seen below normal rain and snow compared to northern California, where precipitation was significantly above normal. The San Joaquin River, which supplies east-side Valley farmers with water through the Friant-Kern Canal, has received about 80% of normal. As a result, Friant water contractors are expecting 100% of Class 1 water supply, but likely zero Class 2.
