The southwest corner of Shetland Street and Lincoln Avenue in Larimer was far from fit for human habitation in 2015. Across from Sixth Mount Zion Baptist Church, the property had a swarm of weeds that had overtaken a blue bus stop sign. Its sidewalk was more suited for plant life than pedestrians. A few mostly-barren trees marked the property line.

Efforts to clear homeless encampments from pockets throughout the city over the past 18 months have resulted in a marked decrease as the summer begins, officials said. The number of tents and other temporary structures lining riverfronts and dotting Downtown streets has dropped by 76% since this time last year, the Allegheny County Department of Human Services said in a statement last week. While most of the encampments have been disbanded, some still stand, primarily in the South Side.

During a frigid January night, teams of volunteers and outreach staff spread across Allegheny County, searching streets, underpasses and hidden corners to capture the best possible snapshot of homelessness. It’s part of a federally mandated effort to survey homeless people nationwide on a single night. While these annual “Point In Time” counts have shown that homelessness has been rising in Allegheny County since 2021, this year’s results showed a higher than expected jump.
