Dameon Davonte Irby, 32, faces arson charges for a May 19 fire on the third floor of a Hagerstown apartment building. Investigators allege Irby illegally occupied a vacant apartment in the building and had threatened to burn it down. Fourteen residents were in the building at the time of the fire, though the third floor was vacant.
