Uvalde Estates residents clamored for change April 15, voting in four new board members for Windmill Water Supply: Jim Shoemaker, Santa Perez, Juli Alvarado and Mario Valdez. Palpable frustration filled the El Progreso Memorial Library meeting room where over 80 people gathered for the annual meet, followed by a regular board meeting. The board hadn’t met since Aug. 22, 2024, when they appointed two new members, removing them about a month later while citing a procedural error.

Sheets of lightning lit up the night shortly before 4 a.m. on April 20, Easter Sunday, as a thunderstorm rolled into Uvalde depositing 0.85 inches of rain. Three days later another 0.83 inches fell. The rainfall brings the year-to-date total for the city to 4.11 inches, about an inch and a half below the 121-year average of 5.57 inches.
