On its face, the proposal attempts to give all children a trust fund of sorts when they reach adulthood. That’s standard for children of wealthy parents, whose largess gives their kids a leg up on less affluent peers, who may receive nothing at all, or may be expected to help support their families.

BUCKS COUNTY, PA — A woman and a 3-year-old boy were found dead inside a car at their Bucks County home this week, officials confirmed. According to the Bucks County Coroner, Agnes Dawidowicz, 42, and Charlie Dawidowicz, 3, were found deceased in a car along the 2000 block of Barley Drive in Quakertown on Sunday.

Heavy rain and severe storms are possible Tuesday across Eastern Pennsylvania, with some severe thunderstorm warnings already being issued in parts of the region. Expect rain in the morning, with a 60 percent chance of thunderstorms for the Philadelphia region, the National Weather Service said. A severe storm was reported earlier in the morning, prompting warnings in Reading, Wyomissing and Blandon. A second round of isolated severe storms is possible in the afternoon.
