By September 26, 2024, broadcast (radio and television) licensees must pay all required annual regulatory fee payments to the Federal Communications Commission (FCC or Commission). Payments received after the deadline will be assessed a 25% late payment penalty. Regulatory fee filings for fiscal year 2024 must be prepared and submitted through the Regulatory Fee Manager feature in the FCC’s “COmmission REgistration System,” more commonly known as “CORES.” The CORES website is found here.

The Federal Communications Commission’s (FCC or Commission) Closed Captioning Display Settings Report and Order (Order) takes effect on September 16, 2024. Subject to Office of Management and Budget (OMB) approval, covered entities will have approximately two years to comply with the new requirements.

On August 15, 2024, portions of the Federal Communications Commission’s recent amendments to its broadcast sponsorship identification requirements for leased programming provided by foreign governmental entities (FSID Rules) will go into effect. As we explained in a previous alert, the FCC released a Second Report and Order (Second R&O) revising its FSID Rules last month.

On July 3, 2024, the Federal Register published a summary of the Federal Communications Commission (FCC or Commission) Order on Reconsideration (Order) that reinstated section 73.3556 of the Commission’s rules (the radio duplication rule) for commercial FM stations. The rule becomes effective on Friday, August 2, 2024. As we explained previously, the Order reimposes requirements that the Commission lifted in August 2020.

On June 27, 2024, the Federal Register published a summary of the Federal Communications Commission (FCC or Commission) Notice of Proposed Rulemaking (NPRM) seeking comment on proposed revisions to Commission rules related to Low Power Television (LPTV) service, including Class A television, LPTV, and TV translator stations. Comments are due on July 29, 2024, and reply comments are due on August 26, 2024.
