Delaware County is the latest local government in Pennsylvania, and the first Philadelphia suburb, to ban ghost guns and devices that can convert guns into automatic weapons. The County Council, made up entirely of Democrats, voted unanimously Wednesday to ban the unlicensed sale, manufacture, and use of parts for 3D-printed guns without a serial number, known as ghost guns.
