CHARLESTON — S.C. Rep. Wendell Gilliard has been pushing for hate crime legislation for 10 years. After coming up short, he said he's shifting his strategy to continue the momentum until the next legislative session. Gilliard, D-Charleston, told The Post and Courier he's working to convince at least half the counties in the state to either pass a hate crime ordinance or a resolution encouraging the Statehouse to take action.
A James Island development has been in the works for years. Residents are worried about the impacts.

JAMES ISLAND — Eileen Dougherty used to only worry about flooding during hurricanes and tropical storms. Now, even just a heavy downpour of rain for an hour can engulf her property. Living off the Grimball Road Extension, she's seen rainwater make its way from Grimball Road down to her house. But because the nearby ditches don’t have the capacity to hold the floodwater, she said it settles in her yard and driveway. "Like an impromptu retention pond," she said.

Now, some Charleston-area towns and cities have decided what to dedicate the money to, while others are still in the process of figuring that out.

JAMES ISLAND — People who find wandering pets now will have an easier and more direct way to return the animal to their owner. Pet Helpers launched their first pet microchip scanning station at James Island Town Hall on June 10. For pets, a microchip is a transponder the size of a grain of rice implanted under the skin. The microchip has an identification number that can be scanned to find information from a national database, like contact information for the pet owner.

JAMES ISLAND — Residents will have to find another route from Riverland Drive to Folly Road, with part of Central Park Road set to close for several months. Charleston County is closing Central Park Road between the intersections of Riverland Drive and Fleming Road from June 9 to November this year to work on a $2.7 million project aimed to alleviate problems from flooding.
