Amid criticism, the county council did not properly reveal the scale of the problem for at least six months for scrutiny. A plan to turn an Essex woodland into a holiday camp for “disadvantaged” London children has been refused due to the “urbanising impact” it would have on the local countryside. Chelmsford City Council has refused an application to build 10 eco lodges – each big enough to provide sleeping and basic living accommodation for groups of four to eight children in Fenley Wood, near East Hanningfield, over concerns it would damage the local environment.
