Hayden Kilbourne is a Kentucky State Police trooper, but he’s not on patrol these days. That’s because Kilbourne, 26, is under indictment for felony assault and misdemeanor terroristic threatening after he allegedly tased, beat and threatened to kill a man during an arrest in Carroll County on July 28 last year. He has pleaded not guilty to the charges.

Across the country, few people have been on death row longer than Karu Gene White. White was 20 years old when he was convicted of taking part in the brutal murders of three elderly Breathitt County shopkeepers in February 1979. The following year, he was sentenced to death by execution. Today, nearly 44 years later, White is still languishing on death row at the Kentucky State Penitentiary in Lyon County — awaiting an execution that may never come. And he’s not the only one.

Before sunrise on January 3, state Rep. Jared Bauman had a question for the Kentucky Legislative Ethics Commission. Bauman wanted to sponsor and vote on legislation that could benefit his employer. Was it permissible for him to do that? Bauman asked Laura Hendrix, the commission’s executive director. Bauman is employed by the Lubrizol Corp., a specialty chemical company located in the Rubbertown industrial complex in west Louisville.
