    ROCHESTER, Minn.--The City Council has taken the next step in expanding the Med City, voting 6-0 to approve the annexation and rezoning of a 158-acre site for new housing and a Regional Sports and Recreation Complex. The land, purchased from Seneca Foods Corporation for $5 million, is located north of 48th Street Southeast and south of 40th Street Southeast. The vote allows urban expansion by reclassifying most of the site for medium-density residential housing and commercial development.
