    It's finally Memorial Day weekend, and it's unofficially summer in Delaware. But, as the air temperatures continue to mostly climb, less can be said about the ocean temperatures. According to data from a National Oceanic and Atmospheric Administration observation station in Lewes, the current water temperature is 61.9 degrees. That's cold; some can handle more than others. Others will probably wait until July to dip their toes in. That's about where we should be.

    Wilmington police are investigating a shooting that killed a 24-year-old man and injured another man. Police said they responded to a shooting at 7:44 p.m. on May 23 in the area of West 23rd Street and Washington Street. Officers located a 24-year-old man with a gunshot wound, who went to the hospital in critical condition, police said. He died from the injuries at the hospital. A 25-year-old man was also found with a gunshot injury and was taken to the hospital in stable condition.

    Delaware's House Bill 34, allowing Newark to impose a per-student tax on the University of Delaware (UD), passed the state Senate unanimously. The bill permits a tax up to $50 per student per semester, aiming to generate additional revenue for the city. While the bill awaits Gov. Matt Meyer's signature, Newark Mayor Travis McDermott assures a measured approach to implementing the tax if approved. A per-student tax from Newark on his hometown college is closer to a reality than ever.

    Wilmington Mayor John Carney announced a tax relief plan to mitigate the impact of reassessments shifting the tax base to majority residential. While some property taxes may decrease, the average Wilmington resident is expected to see a $223 increase. The plan expands tax exemptions for senior residents at or below the federal poverty level, covering the first $210,000 of assessed home value. Wilmington residents will not have too significant of an increase in property taxes this year.
