SACRAMENTO — California will seek to stop President Donald Trump from enacting tariffs through a lawsuit Gov. Gavin Newsom and Attorney General Rob Bonta will file in federal court Wednesday morning. The lawsuit will challenge Trump’s ability to impose import taxes known as tariffs without congressional approval. Earlier this month, Trump announced he would use emergency powers to enact massive tariffs on most other countries, which sent markets into a tailspin.
