VIRGINIA BEACH — Sand replenishment in the resort area has ended early due to problems with the consistency and color of the sand. The project came to a halt last month when the grains dredged from the deepest part of a ocean shipping channel were deemed too fine and not “beach quality,” according to Mark Haviland, spokesperson for the Army Corps of Engineers, Norfolk District. The Corps is overseeing the project.
