    VIRGINIA BEACH — A federal lawsuit that led the city to change to its election system is once again in play as Virginia Beach prepares to hold a referendum vote on how it elects its City Council and School Board members. On Monday, Judge Raymond Jackson, of the U.S. District Court for the Eastern District of Virginia, rescinded his previous dismissal of the Holloway v. City of Virginia Beach case and plans to issue a memorandum and opinion on the matter later this week.

    VIRGINIA BEACH — Buddy Lilley has lived across the street from Naval Air Station Oceana since 1950. He remembers when a large part of his family’s land on Oceana Boulevard was a cornfield. In the late 1980s, his parents leased most of it to a sand company to be used as a borrow pit. Once the sand excavation was completed, the 50-foot deep pit filled with rainwater and has been a lake for many years. In 2017, Lilley sold the land to the city — reluctantly, he said.

    VIRGINIA BEACH — The Virginia Beach Police Department said it will pursue “all legal means” to prevent or shut down several unsanctioned events next week at the Oceanfront and other parts of the city. The events — part of “DMV Senior Week” — are planned to be a week of ticketed parties each night starting Tuesday. Each night has a theme, including “Wet N Wild Party” and “Project X.” Another, called The Beach Week, was planned to start June 19.
