    FORT WORTH, Texas — A ban on sister city agreements with cities in Russia, Iran, North Korea, and China is expected to take effect this fall in Texas under a bill Gov. Greg Abbott will likely sign into law soon. House Bill 128 prohibits Texas cities from having sister city agreements with countries deemed foreign adversaries. That means Fort Worth will likely be forced to end a sister city relationship that began in 2011 with Guiyang, China.

House Speaker Dustin Burrows talked fast and banged his gavel to try to maintain order in his chamber. Lawmakers cheered and jeered. Dozens of bills quickly passed, but hundreds met their demise. They were up against a deadline. At midnight Friday, any House bill that had not made it to the House floor effectively died.
