The man who has been accused of reckless driving in Portland and recording himself while doing so for videos he posted to Instagram – sought to paint a picture of himself as harmless in a Multnomah County courtroom on Tuesday. Oscar Burell Jr. told Multnomah County Circuit Judge Chanpone Sinlapasai that he is not a threat to the community. The 33-year-old said he is a caregiver to his grandfather who is “under the weather” and helps him get vitamins and medicine.

Fading streaks of burned rubber marked the streets, several empty parking lots and cul de sacs in North Portland’s industrial district Saturday evening, when police set out to thwart a planned street racing event. Portland has not recorded a homicide in a month, a gap not seen since early 2020 and a noticeable respite after the city saw seven killings this March. Police on Friday arrested a 33-year-old man who had recorded himself driving recklessly through parts of North and Northeast Portland. But the man used pepper spray on officers and lunged at them with a knife before running off around 6 p.m. Officers used a Taser on the man and fired a 40 mm foam round at him. He escaped to a nearby pizza parlor on Northwest 21st Avenue and Irving Street, where he stayed for several hours after barricading himself against a door with a table. By 10 p.m. the Police Bureau said officers decided to “disengage” as they determined he was no longer a threat to the public.
