Police arrested a 44-year-old man Wednesday afternoon, two days after he prompted a standoff in Northwest Portland that forced businesses to evacuate and residents to shelter in place. The man — whom police have declined to identify and whose name has not yet appeared in jail records — was inside a tent at Northwest 21st Avenue and Hoyt Street when police surrounded him in armored vehicles around 2 p.m.Over the course of two-plus hours, crisis negotiators communicated with the man.

Police arrested a second person in connection with a fatal March stabbing that took place inside a Northeast Portland hotel. Anthony Staggs, 54, turned himself in on Wednesday a week after a warrant was issued for his arrest. He is accused of third-degree assault in the killing of 26-year-old Drew Courtright. It’s not clear how authorities tied Staggs to the stabbing but an indictment accuses him of aiding 42-year-old Mitch Schoonover, who is charged with first-degree murder.

Dan Handelman, a longtime police accountability advocate in Portland whose encyclopedic knowledge of officer misconduct and exacting commitment to accountability, died Wednesday at the age of 60. Jason Renaud, a mental health advocate who was a close friend of the exceedingly private activist, confirmed the news. Handelman had spent the past week in a local hospital’s intensive care unit after he suffered a stroke, according to Renaud. “Dan was a brave steward of police reform,” Renaud said.

Police are searching for a man in a light blue pickup truck who has recorded himself driving recklessly through parts of North and Northeast Portland and posted videos of his dangerous exploits online. In several videos, a man with the Instagram handle “keepingitlittlike06” can be seen recording himself hanging outside the driver’s side window while driving on the freeway.

At least 100 people stood under the Morrison Bridge in Southeast Portland to watch a street takeover Sunday evening, a sign that the brazen events are still happening even as police try to stop them. Footage shared on social media showed high-performance muscle cars revving engines and spinning tires while people watched and recorded videos on their cell phones. In one video, a Dodge Challenger spun into a bridge beam, and part of its rear bumper came off.
