    Human error led to ballot shortages that left voters waiting in long lines for hours across Boston on Election Day, officials said at a city council hearing Friday.     At least 14 Boston precincts ran out of ballots in November election, WBUR analysis findsDuring the election in early November, errors at the Boston election department caused precincts to run out of ballots. One polling place ran out as early as 11 a.m. Voters waited in line for hours until more arrived, delivered by police. A WBUR analysis finds the problems were significant. Based on complaints, at least 14 precincts ran out of ballots in neighborhoods like Hyde Park and Charlestown.
