WESTMINSTER — The fellowship hall at St. Matthew Baptist Church in Westminster was packed on Thursday for the city of Westminster’s second annual Juneteenth luncheon. Emcee Cassie Owens Moore, librarian at Seneca Middle School, first gave a brief history of Juneteenth, celebrated on June 19 each year. Juneteenth is the celebration of the enforcement of the Emancipation Proclamation, signed in 1863.
