Gov. Patrick Morrisey took the podium in the West Virginia House of Delegates on Wednesday, delivering a State of the State address unlike any seen in the chamber in the last eight years. There were no props, no dogs and no mention of “Toby and Edith.” The governor’s points were concise and the speech wrapped up in under an hour. For the most part, Morrisey’s address echoed and expanded on priorities already shared by him during his first four weeks in office.

The West Virginia Legislature gaveled in on Wednesday for the first day of its 60-day regular session. In the House of Delegates, lawmakers approved new rules for the chamber that ended a requirement to hold hearings for bills when requested. Senators had a light agenda Wednesday, introducing 299 bills and referring them to various committees as well as introducing a handful of resolutions and passing one. Lawmakers planned to take on legislation about vaccines later this week.

The West Virginia House of Delegates approved new rules for the chamber on Wednesday, officially ending the longstanding rule of requiring public hearings for bills when they are requested. Under the newly adopted rules in House Resolution 1, members of the public — as well as experts, lobbyists and anyone else who wants to — will be allowed to testify on bills when they are being considered in committees through an invitation by the committee’s chair or vice chair.
