State legislators received a two-year, $55.8 billion budget plan on Monday that adds approximately $1.2 billion in spending in the first year and $1.4 billion in the second year. The budget plan that Democratic majority leaders and Gov. Ned Lamont negotiated represents a 4.6% increase in spending in the first year and a 5.3% increase in the second year.
