Power has finally been restored to a downtown Welland apartment building after residents had been left in the dark and without refrigeration for more than a week. “It’s a horrible situation over there,” said Kendra LaRush. The electrician and owner of Rush Wind Electric Inc. said she had been working to repair the building’s electrical system since a few hours after the lights went out at 17-19 East Main St. at about noon on May 22.
