JACKSON CO., Ark. — Residents in Jackson County are finally seeing flood waters start to recede slightly after three weeks of fighting to keep the city of Grubbs dry, spending many sleepless nights monitoring the issues. It is a problem that locals said has gotten worse over the years. Landowner Kenny Thaxton said money was allocated back in 2015 by Governor Mike Beebe to clean out the river, allowing the river to flow until a few years ago.
