    If a bill in the state legislature becomes law, residents in some Brooklyn neighborhoods would have to pay for parking permits to park at the curb.     An MTA utility truck crashed into a Brooklyn building before the morning rush hour on Wednesday, FDNY officials said. According to law enforcement sources, the truck, which was from the MTA‘s Mobile Wash Unit, crashed into an apartment building located at 63 Franklin St. in Greenpoint just after 5 a.m. on June 4. The FDNY’s Hazmat Company 1 and Squad Company 288 rushed in from Queens to the scene, which occurred within the confines of the 94th Precinct.
