Messages between engineers working for one of the companies hired to help build the state’s “Next Generation” 911 system appear to show internal doubts the technology was ready just before it was delivered for testing in Oklahoma and 10 months before it went live in a California dispatch center. The screenshots were sent to NBC Bay Area by a former employee of state contractor NGA, who said they are copies of online chats the engineers had on the messaging app Telegram.

At a 911 Advisory Board Meeting back in 2019, a senior official with the California Office of Emergency Management made the optimistic prediction that every one of the state’s 9-1-1 centers – more than 400 in all – would be connected to California’s new state of the art emergency call network by August of 2021.

New data from the California Office of Emergency Services (Cal OES) shows significant improvement in 911 answering times by the Oakland Police Department. For years, the Oakland Police Department (OPD) has had the worst 911 answering time in California. At times, the Department’s response times were four times the state’s standard. Cal OES’ standard requirement for dispatcher centers is to answer 90% of all 911 calls within 15 seconds.
