California officials will require burn permits for dooryard burn piles beginning Thursday morning in a sign that wildfire season has arrived statewide. A former Siskiyou County man who was convicted of murder in 2024 is under investigation again this year for allegedly killing a fellow inmate at the High Desert State Prison near Susanville. Rodger A. Brown, 41, is accused of attacking and killing William J. Couste, 54, at the prison. Officials with the California Department of Corrections and Rehabilitation would not say what led to the attack, but they did say that an "improvised weapon" was found near where Couste was assaulted.
