Frank Morano, a Republican, is the winner of the special election for the seat in City Council District 51 on Staten Island, Spectrum News projects. According to the city's Board of Elections, with 99% of the vote counted, Morano had 59.15% of the vote, Republican Griffin Fossella had 19.78% of the vote and Democrat Cliff Hagen had 20.79% of the vote. Morano, a radio host, was supported by the Staten Island GOP.
