BLOOMINGTON — A Chicago man was granted pretrial release in McLean County after police said he was found with a revolver. Jamelle M. Smalling, 34, is charged with unlawful possession of a firearm by a felon, a Class X felony; aggravated unlawful possession of a weapon by a felon, a Class 2 felony, and unlawful possession of a weapon by a felon, a Class 3 felony, according to court records.

BLOOMINGTON — A Peoria man is being detained on sexual assault charges. Daquan M. Martin, 23, is charged with three counts of criminal sexual assault, a Class 1 felony; aggravated battery, a Class 3 felony, and two counts of theft, a Class A misdemeanor. Martin made his first appearance in McLean County court Monday when Judge Amy McFarland heard arguments on whether he should be held in jail before the case goes to trial.

BLOOMINGTON — A $36 million bond issuance, which would initiate $350 million in water infrastructure projects over the next decade, was unanimously approved by the Bloomington City Council on Monday. The city staff estimates the initiation of about $172 million in projects over the next five years, most of which will be paid for via bond. This initial bond would be structured to net about $33 million for the city's water fund, which would cover the next 18 months of cash needs.

NORMAL — Due to ongoing construction at the intersection of College Avenue and Landmark Drive, motorists should expect lane reductions and shifting traffic patterns starting Wednesday morning.
