Many major American regions are trying to save their downtown. In the Twin Cities, we have a double dilemma. And despite the problems facing downtown Minneapolis these days, St. Paul's core is in much worse shape. So there was extra attention on the Capital City on Monday as state workers began their half-time return to office. Government workers account for about a third of downtown St. Paul's workforce, by one estimate, and many are employed by the state.

By Eric Roper He hopes to boost the amount of planned activities happening on the mall, and see more retailers take advantage of the roomy sidewalks. He said buses are dampening the number of sidewalk cafes. "This coffee shop we're sitting in should have a plaza out here," Duininck said. The buses are admittedly loud. A beer at the News Room would be more enjoyable if they weren't idling and releasing exhaust nearby.

ABOARD THE NO. 18 BUS - I was commuting home on a recent rainy evening, jotting down transit observations for this column, when a young man across the aisle turned to me. He was wearing ripped jeans and holding a lollipop. "I don't mean to bother you, but is it going to rain tomorrow?" he asked. I told him it was, which led to a short conversation about the weather and the upcoming weekend. Then he said goodbye and got off. It was a tiny (and rare) interaction.

Bloomington politicians have a special love for the Mall of America. It is their baby, after all. The city (with state help) marshaled a heap of subsidies to get the mall off the ground three decades ago, followed by more taxpayer dollars for expansions.
