Councilors earlier this month unanimously voted to overturn approval of PGE’s proposal by a city hearings officer. PGE on Wednesday filed a notice of intent to appeal with the state Land Use Board of Appeals.

More than a dozen whale species live in Oregon’s coastal waters. But many of their populations have shrunk and may disappear if humans don’t do more to protect them.
