The rain made the annual Herndon Monument Climb even more slippery Wednesday morning. But after two hours, 27 minutes and 31 seconds, the members of the U.S. Naval Academy's Class of 2028 are plebes no more, having completed the climb and replacing the cup atop the obelisk with a cap. The first-year midshipmen scaled the 21-foot-tall monument that gets covered in vegetable shortening. This year, it was Midshipman 4/C Augustus Michael Russo who reached the top. Congratulations! Maryland long coveted the highest bond rating over decades.Not anymore.One of three credit rating agencies, Moody's Ratings, on Wednesday downgraded the state's bond rating from AAA to Aa1, which could result in higher interest costs on the money the state borrows to fund essential services and infrastructure, including new schools, roads, bridges, ambulances and public safety equipment.A year ago, the state maintained its top credit rating from Moody's.
