NORFOLK — A man accused of killing his former girlfriend and then fleeing with their 4-year-old son was ordered Monday to remain jailed without bond while he awaits trial. Tyli Scott, 27, of Portsmouth, is charged with second-degree murder and using a firearm to commit a felony for the June 16 shooting of 28-year-old Alexus Foreman outside her home in Norfolk’s Berkley community.

CHESAPEAKE — A former Sentara maintenance worker charged with repeatedly hiding a cellphone in one of the health care company’s restrooms for years has admitted to the crimes, according to court documents. Jeffrey Leffel, 43, was arrested May 29 after a woman found the phone, according to a document filed in the case. The electronic device was mounted under the sink with a screw and wire system that Leffel had created, the document said, with the camera pointed toward the toilet.

VIRGINIA BEACH — A deputy who alleged in a 2022 federal lawsuit against former Sheriff Ken Stolle that he was fired for political reasons has returned to duty. William “Dave” Fowler was rehired in April by Sheriff Rocky Holcomb, according to department spokeswoman Toni Guagenti. Holcomb became sheriff in September 2023, after Stolle stepped down. He won a special election last year and is running unopposed in November.

Tyli Scott, the man accused of second-degree murder in the shooting death of 28-year-old Alexus Foreman on Monday, was arraigned Wednesday morning. Scott appeared in court remotely after being arrested early Tuesday morning at a home on Huntley Way in Virginia Beach, near the intersection of South Independence Boulevard and Princess Anne Road. He is charged so far with second-degree murder and use of a firearm. An Amber Alert was also issued for 4-year-old Kai Foreman following the shooting.
