    A winter storm will bring rain and strong wind to the northern Sacramento Valley through the weekend.     The Shasta County Sheriff's Office is warning residents about a new wave of phone scams hitting residents in the area. In the latest example, scammers impersonating jail staff are calling up people asking them for money. The scammers identify themselves as being with the Shasta County Jail and request payment for services such as medical or mental health services by using a QR code payment system, according to the sheriff's office.
